A Study On The Community Policing Mode Of "Red Flowers And Green Leaves" In Heze

"China’s development is still in an important period of strategic opportunity," General Secretary Xi Jinping said in his report to the 19 th Party Congress.As an important functional gate for maintaining national security and social stability,the Public Security Bureau should seize the historic opportunity,face up to challenges and comprehensively deepen police reform,it shall shoulder a major political and social responsibility for promoting economic development,consolidating the position of the Communist Party,maintaining the country’s long-term peace and stability,and ensuring that the people live and work in contentment.Heze is a city of peonies.In 2016,Heze’s Public Security Bureau launched the "Red Flower and green leaf" community policing model,which aims to prevent and reduce crime,on the basis of the combined model of "old people’s police + young people’s police",a "green leaf" police with rich work experience at the grass-roots level and a "red flower" police with modern science and technology life skills complement each other,interact actively with community residents to identify and address policing issues of particular concern to the district.Under the influence of this model,the relationship between the police and the people is more harmonious,and the community residents are more active and active when they participate in the activities of maintaining public order.However,under the influence of some factors,the community policing mode of "red flowers and green leaves" has not been advanced deeply.It is a difficult problem for the public security organs in Heze to analyze the problems existing in the community policing mode of "red flowers and green leaves" and put forward the way to perfect the mode.The author of this paper,relying on his own work convenience,analyzes the present situation and problems of Heze community policing through a survey of the "red flowers and green leaves" community policing model in Heze,put forward to optimize the Heze "red flowers green leaves" community policing model path.In the first part of the paper,the background,significance,literature review,theoretical basis,innovation and difficulties of the "red flower green leaf" community policing model in Heze are analyzed.The second part is the basic outline of "red flowers green leaves" community policing mode,from the basic connotation,the development process,the basic characteristics of three aspects to describe.The third part is the "red flowers green leaves" community policing model of the construction of the status quo and problem analysis.The fourth part is the experience analysis of the construction of community policing model in China,selecting three typical domestic examples,namely,Fengqiao Community Policing Model in Zhejiang Province,"four micro five small" community policing model in Gansu Province,Liao Chengfeng community policing model in Hubei Province.The fifth part is to analyze the construction path of "red flower green leaf" community policing mode,and to put forward the corresponding countermeasures from the angle of Party Committee,government,community policing troop construction and social force,under the guidance of the overall plan and the overall principle,through the implementation of these measures,it aims to further promote the construction of "red flowers and green leaves" community policing model,and improve the basic management and control ability and social governance level of Heze Public Security organs.
