Analysis Of Ethic Problems In Our National Public Policy

Public policy is a distribution of the authority of public profit, and the ethical problems of public policy is the departure of the ethical worth, such as justice, equity, commonweal, which are raised in the process of the distribution of public behalf. In a word, the ethical analysis of public policy is using the social dominant worth standards and ethical criteria to expound and analyze the ethic problems and causes which exist in the birth and development of public policy. The ethical analysis of public policy includes many contents, such as the truth of the commonality and the private, the main body and the object, the purpose and the means, the institution and the implement, the economic benefits and the social benefits of public policy, and the analysis of what the relationship should be. It is crucial significance to enhance the social benefits and the degree of logos and legalization of public policy.This paper summarizes the ecumenical academic problems of public policy and ethical analysis such as conceptions, contents, means and significations. On the basis of it, this paper expatiates and analyzes the ethical problems of establishing problems, instituting projects, performing contents and evaluating effects of public policy by using the means of worth analysis and cases analysis. In the end, contra posing the master causes of the problems, the author puts forward material countermeasures from the aspects of enhancing the ethical consciousness of the principal part, strengthening the ethical direction of policy analysis and establishing the standard of ethical evaluation, etc.
