The Research On Ethical Value Of Policy Subject In Public Policy Process

Public policy is authoritative distribution of social resources. The policy process is systematic, dynamic and complex. Public policy is produced in the process of tool rationality expansion. Public policy attended to improve the efficiency by using the objective tools in the early time. The disadvantages of pure tool rationality was recognized increasingly in the development process. So pay more atte ntion to the regression of value rationality, and combine the value rationality and instrumental rationality. The subject of public policy is key factor of public policy system, which play an important role in the policy process, and the value orientation of public policy is directly affected by the public subjects' value. Although much attention was paid to the public subject under the background of regression of value rationality. But many problems still exist in the subject of public policy like utilitar ian values, “rational economic man” thinking, lacking of responsibility, no high moral character and other issues. Strengthening ethical value construction of the public subject is an important way to promote the public of the public policy and maint ain social fairness and justice. Firstly, sum up the research in public policy ethics field, then select policy subject to discuss which field has fewer research results. The general theory of public policy subject ethical value is analyzed, providing theoretical support for this paper. At the same time, select appropriate research methods. Secondly, analysis public policy subject ethical value deeply, then think deeply the present problems of policy subject in our country. Again, learn from the experience of dev eloped countries, like official moral construction of America, and citizen moral reconstruction practices of Singapore, providing a reference for China's ethic al value construction of policy subject. Finally, combine China's actual situation and historical background, propose ways to improve ethical value construction of the policy subject, based on the experience of developed countries. And draw the conclusion, ethic al value construction of policy subject needs to build cooperation among each part of polic y subject, then strengthen the sense of responsibility, and strive to improve the moral quality, in order to ensure that the subject is guided by the public interest in the process of public policy, to protect the public nature of public policy.
