Study On The Ethical Dimension Of Public Policy

Public policy is the authoritative allocation of social resources by public sector, which is the reflection of the kind of value orientation of public sector. The ethical dimension is the basic issue of public policy science, and also is the most essential attribute of public policy. The ethical values of public policy directly affect public policy, in other word, what kind of ethical value we will have and what kind of public policy we will do. Thus, publicness and public interest should be strengthened. The ethical dimensions of public policy should be strengthened in the public policy study. Based on this understanding, the paper is that an attempt to explore in this issue.At the beginning, the introduction illustrates the origins and significances of the study on the public policy ethics. In particular, the new central collective leadership and central government of China to develop and implement a series of principles and policies that have provided a realistic condition for us to explore the ethical dimension of public policy. Based on the relevant scholars' view at home and abroad, try to define the ethical dimension of public policy and public policy in this paper, and through both the content and characteristics to understand and grasp them.Second, the first chapter explores the comparative perspective of the ethical dimension of public policy. During the comparison, we can see, the transitionof public policy ethics, based on the two backgrounds: one is the displacement of the ethical values in macro-social governance, and the other is the evolution of ethical values of public policy. From the function, the impact factors and the inner ethical relationship of the ethical dimension of public policy, we can see that the ethical dimension of public policy has a multi-dimension.Third, chapter two of the thesis expounds the theoretical perspective of the ethical dimension of public policy. Publicness is the inherent demands of public policy, public interest is the starting point of the ethical dimension of public policy, both them constitutes the basis of the ethical dimension of public policy; the authoritative allocation of social interests by public policy is not just a technology selection problem, but also an ethics choice problem. How to do a fairness-justice and people-oriented public policy is not only the core of ethical values of the normative public policy, but also is the inevitable appeal to empirical run of public policies.Next, the third chapter analyzes the practical perspective of the ethical dimension of public policy. From the practice view, the ethical dimension of public policy has three levels of achievement dilemma: the level of public policy idea orientation, the level of public policy operation process and the level of public policy subject. Based on these, through build a balanced mechanism of public policy interests, cultivate an ethical mechanism for the operation of public policy, as well as develop the public policy subject—people's ethical consciousness, we can establish and achieve the principle of fairness-justice and the core of people-oriented in the ethical dimension of public policy.The last but not the least, the section of concluding remarks are the continue to the main points of full paper, public policy is the governance process and its guidelines that includes "publicness", based on "public interest", there is no doubt that the central part of the ethical dimension of public policy is the human. At the same time, both the development on public policy science or public administration ethics, give the appropriate status and importance to the public policy ethics research and academicdevelopment is not only necessary and also important.The possibility of originality in this thesis is that study the public policy from the ethical dimension perspective, and discussed the changes of the ethical dimension of public policy from the logic of historical evolution. At the same time, we focused on publicness, public interest, and fairness-justice and people-oriented, specially, we discussed the fairness-justice and people-oriented as the core of the ethical dimension of public policy, as well as the logical relationship between both them.
