Ethical Research In Public Policy Making

This paper takes the ethical issues in the process of public policy making as the research object.To explore the government or government led public institutions in the process of managing social and public affairs,how to properly handle the relationship between the two elements of public policy and ethics.Public policy and ethics,as a social code of conduct,maintain the orderly operation of society and ensure the healthy development of the economy.The two are actually different manifestations of unity.Public policy is the surface operation method,and ethics is the intrinsic value orientation.Forty years of Chinese economic reform and opening up,economic take-off and social upheaval.In the process,China's ethics and public policies face many challenges and tests.With the deepening of reform,China will face greater opportunities and challenges.In order to promote the healthy development of social economy,it is necessary to deal with the ethical issues of public policy,especially the ethical issues of the key link in the process of public policy formulation.Because in public policy and ethics,public policy is controllable.Therefore,this paper takes public policy as the starting point,to analyzes the definition,connotation and characteristics of public policy,and combs the ethical principles and standards of public policy combined with the ethical issues of public policy.Among them,the ethical standard of public policy is the link and bridge connecting the characteristics of public policy and the ethical principles of public policy.In recent ten years,the real estate industry,as the pillar industry of China's economic development,not only plays an important role in China's economic development,but also has a decisive impact on China's humanities,people's livelihood,ecology and other aspects.The economic and social problems of the real estate industry are mainly reflected in the housing price problem.The public is most sensitive to the real estate industry,and the most direct feeling is also the housing price problem.Government at all levels and government-based public institutions have issued housing price control policies many times in the past decade,hoping to promote social equity and justice,ensure economic development and social harmony and stability,and create a clean and honest social atmosphere through housing price control policies.Unfortunately,these Housing price regulation policies have limited effect,and some even cause negative effects.Therefore,this paper analyzes the ethical issues in the process of public policy formulation with the typical "The five state of the country" as the starting point.
