With the formation and rapid development of network economy, travel agency, which is the bridge between tourists and tourism suppliers has changed sharply both in its structure and ways of operation. Network and E-commerce bring enterprises tourism E-commerce of that is new into being, furthermore they have a great impact on the operation and management of the traditional travel agencies. It is a big project that how travel agencies function and explore in the virtual space of network, and there are many issues to be researched. With a standpoint of traditional travel agencies, this article mainly deals with how to turn travel agencies into new form by building up network operation system, and how to seek modification, and development in the times of network economy.First, the article analyses great impact of network on travel agencies. It concludes that traditional travel agencies can shift to modern "network" way of operation hi information times only by actively taking network techniques. Then the article researches on how to build up a network operation system for travel agencies in four aspects from microcosmic to macroscopic respectively, which are data environment, information platform, management and administration, and back-up environment.The article draws lessons from information engineering theory, e-commerce theory, marketing of the network, network technology and the thought of the enterprise reengineer process to study on the network operation system from microcosmic to macroscopic. It is supposed to help and give guidance in the theory to the travel agency in the process of the transition from the traditional type to the new-type enterprise successfully.
