Shanxi has been called "coal sea" because of the richness of coal reserves. It is one of the energy resources and heavy and chemical industry bases and coal industry takes up a vital position in the local economy development. Because of the geographic conditions, road transportation-sale becomes the dominant in Shanxi coal industry. However, with the establishment of the market economy in China, how to promote road transportation-sale and make it accommodate the market development has turned into an urgent problem to solve.There are two main issues to be concerned in the innovation of coal road transportation: the enterprises and transportation-sale innovation, each with its own specific rules, but also connected with each other. Enterprise and sales innovation rules are both to be followed in the innovation of Shanxi coal road transportation-sale. Since the present system has been formed under the condition of planned economy, even though much reform has been carried out in this field, the whole system still can' t cast off the negative influences of planned system and it is difficult to confront the changing market. Meanwhile, despite the fact that road sale is relatively independent, it is still an important part in the whole coal industry and innovation must be implemented under this background.There are five parts in this essay. The introduction mainlyintroduces the significance of the topic of the essay. In part one,the main focus is the analysis and induction of the basic theories and main points of views in enterprise and sales innovation; as far as the enterprise innovation is concerned, it is reviewed of the main theories from Schumpeter period to new Schumpeter period, and then to the new innovation system phase, so to sum up the characteristics, rules, and modes in the innovation. When it comes to the issue of sales, it is reviewed of the basic development process of sales innovation theories, and some breakthrough points and basic policies have been induced in this part. The second part mainly introduces the history of road transportation-sale in Shanxi coal industry, and the principles pushed by Shanxi Coal Transportation and Sales Corporation, which have been discussed in details. In the third part, some profound issues in the innovation of road sale are probed into so to come to the conclusion that innovation must be combined into the general development of the whole coal industry. The focus problem is how to centralize the production and sales of coal products. It can be difficult to handle the problems in the development of the industry only through administrative management, so market must be taken as a main instrument to achieve centralization of coal industry. At last, based on what has been discussed in the former sections, some new ideas in system, technology, and management innovation are laid out for reflection.
