Study On System Innovation And Development Strategy Of Coal Industry In Jilin Province

Coal is one-off resource. When the coal industry enters decline stage in the end, the violent vibration will happen in the regional economy. In view of the above, every country in the world attaches great importance to the coal industry transition and resource optimization. Foreign countries have started the coal industry system innovation and resource optimization deployment relatively early, and have already crossed over the range of the positive research to the operation practice. From the point of view of system innovation, the coal industry abroad is from organizing aspect, development strategy aspect, technology aspect to carry on the reform mainly. The research of system innovation and resource optimization of coal industry domestically is in three domains: Firstly, the research and analysis to the industrial policy of coal; Secondly, the research and analysis to the benefit colony; Third, the research and analysis to the structure adjustment of coal industry. Coal industry would become to decline from prosperous is an inevitable fact. The exhausted mines with long time exploitation shall be confronted with the problem of system change and innovation. The whole coal industry in Jilin province is just in this declined period. But there is no system innovation system for the particularity of coal industry in Jilin Province at present. There is no optimization model of resources deployment with directive significance for coal enterprises in Jilin Province. Besides, there is no working operation technique and reform with relatively strong practice significance .This dissertation is mainly focus on problems existed in development of Jilin province coal industry, analysis on competitive ability of Jilin province coal industry, efficiency of resource deployment on Jilin province coal industry, resource optimization, innovation of system, strategy of development, macrocosmic political supervision.Analyzing variety of each economic indexes completely from key state owned enterprises in Jilin province industry to find out main reasons that restricts greatly development of Jilin province industry from statistic analysis: 1. historical reasons including enterprises' liability, society affairs responsibility, employment pressure, labor protection, capital in put etc.; 2. management reasons including timeworn conception, behindhand management method, cost out under control, sharp contradiction in structure etc. ; 3. personal quality; 4. competitiveness; 5. old and rejected mines. Above mentioned reflects centrally the status quo and weak part of development of Jilin province coal industry, which indicate that the coal industry of Jilin Province has already entered decline period, the coal enterprises lack the competitiveness, and has restricted the economic development of Jilin Province seriously at the same time.Establishment of competitive superiority position in complicated internal and external environment is the competitive essence of enterprise. The strength or weakness of competitive ability is depending on the integrative force of whole industry. Taking Jilin province industry as an integration, we can analyzes its competitive position in domestic coal industry. Analyzing and discussing in details the characteristics of coal market in Jilin province and in China concerned of market competitive theory and effect on competitiveness in coal industry which analyzes deeply the products marketing position of Jilin province coal industry and the effects of marketing factors at macrocosmic and microcosmic on Jilin province coal industry by adopting of rule of requirement & supply as theoretic events. Studying for the competitiveness of coal industry, we use AHP and expert appraisal to set up appraisal system of synthesized competitiveness of coal enterprises.
