Construction industry is a general concept, and the specific corporation in this field is named differently. The nature of their work varys with the special fields and sections greatly. Generally speaking, the line of construction includes building corporation, engineering corporation, engineering enterprise, municipal corporation, house-repairing corporation, installation corporation, ornament corporation, construction and development corporation, and machine and construction corporation. Because they all engage in the work concerning with engineering and construction, they are called construction industry.Construction industry plays a very important role in the national economic system, and is one of the backbones in the national economic development. Construction industry is an industry with dense capital, dense techniques, and dense labor forces. Construction industry not only has a tight relationship with the public life, but also influences the development of the national economics. In general concept, we have advantage in human resources and labor forces, but with the construction corporation being faced with the international market, which brought severe competition in this field, and the higher demand for the buildings by the public and society, our advantage dose not exist any longer. On the contrary, the disadvantage---our construction lacks of technique, becomes obvious. The whole construction industry is facing a difficulty that is the staff is not well-qualified. And what is commonly realized is to accumulate the development of human resources, and improve its quality and ability.In this knowledge economy times, human is the carrier of knowledge, and the most important motile resource. So the development and progress of man, and the development and management of human resources will decide the development of the corporation, even the whole society. It is our task to think high of man, to respect man, to employ man skillfully, and finally to exert its potential and intelligence. And this is also the No. one task in all management fields.Human resources, also called labor forces, is the economic resources existing in human beings, and it also reflects its ability of working. From the corporation management point of view, human resources in a corporation is the total of its working ability, which is controlled and developed by the corporation, which depends on the individual staff, and which has a positive deep influence on the benefits and development of the corporation. The management of human resources exists with the human being coming into being, and it takes the development and utilization of human resources as its basic content. Through organizing, harmonizing, controlling, and supervising, the management of human resources develops and makes full use of the individuals and the whole company, and promotes them to work smoothly. Human resources, as the one who undertakes the production and realizes the purpose of production, is a kind of resource. All the purpose of production is to promote the development of the whole society to satisfy the demand of human beings. Human resources which exists in human itself, is the creativity of social treasures. It can provide strength, intelligence and knowledge for producing products and providing services. And it is the capacity of the labor forces which can promote the development of economics and even the whole society. While the human resources of a corporation is the total of the capacity the staff possessed presently, the capacity of cooperation and their potential ability in these two aspects. As a special essential factor of production, human resources has a special value compared with other resources of the corporation. To completely understand the value of human resources will benefit the development and management of human resources.As a special resource, human resources has its own traits: spacious potential, various levels and multifunction, and systematicness.
