Mekong River is an international river in Southeast Asia, The natural resources in its valley are abundant, especially water resource. It is full of opportunities for trade and investment, and has great potential for development, it is very hopeful to become a newly-rising market of Asia and even the world in the 21st century.Since the 1990s, the cooperative development of Mekong river basin has been up surging. Now many mechanisms have been established, and they operate together, the development in some fields has achieved substantial progress. The cooperative development of its valley has become a hotspot that attracts the attention of the whole world. In this case, what countermeasures Laos should make according to her own development requirements in the process of Mekong development is the theme and objective of this paper.The paper can be divided into four parts:The first part: the cooperative development of Mekong.First: introducing the natural resources in Mekong river basin. Mekong River originated in China, flows through Myanmar, Laos, Thailand, Cambodia and Vietnam six countries, it is 4880 Km long, the area of its river valley is 2,331,900 km2 and the population is roughly 2,600 million. The natural resources in Mekong river valley are abundant, especially water resource. Mekong can be divided into four reaches: upper, middle, lower, and delta. There are various climatic zones and geographical conditions in Mekong river basin, the hydrologic features and distribution of water resource vary greatly in different zones.Second: the evolution of the cooperative development of Mekong river basin. The cooperative development of Mekong river valley can be divided into three historical stages: the first stage is the period when the cooperative development is under the charge of the United Nations in 1957, only specific countries on the lower reach participate in the cooperation; in the second stage the development is hosted by multipolars, it is the cooperation of specific countries in Mekong river basin; in the third stage, a union of countries cooperates with many countries in Mekong river basin in the 1990s, they devise the development together. In this section, the author comments on the cooperative mechanism of the six countries in Mekong river basin, put forward eight reasons to divide sub regions of Mekong, and introduces the general situation of the ministerial conference on the economic cooperation of Mekong river basin.Third: the main mechanisms of the cooperative development of Mekong river basin. Initiated by Asian Development Bank, Japan, Europe, the United States, ASEAN, and many other developed countries and international organizations participate in the cooperation successively, many cooperative mechanisms have been established, such as the great Mekong sub region cooperation , ASEAN-Mekong basin development cooperation, Mekong river commission, sub regional economic cooperation of four countries. Although they are different in terms of scope, level and extent, all of these four cooperative mechanisms evolve around the cooperation in Mekong river basin, their ultimate intention is to realize the most efficient specialized production, eliminate unnecessary barriers of trade and investment, realize rational flow of factors of production and the most optimum distribution of resources, and promote the co-prosperity of countries in the region.The second part: Laos development plan of Mekong river basin.First: introducing the economic situation of Laos. The area of Laotian territory is 236,800 km2, the population is about 5,400,000. Laos has abundant natural resources, beautiful natural sceneries, rich historical and cultural heritage, scenic spots and historical sites, and colorful folk customs. Although the natural resources are rich, Laos is a secluded and poor-backward agricultural country.
