Japan is the biggest trading partner of China, along with the variety of itsenvironment policy, the food trade barrier is increasingly severe, affectingseriously on the food trade with China. The article tells about the variety of the Japanese environment policy,expatiates and analyzes the development of related industry policies and itscharacteristics. It points out the advantages and the problems to develop greenfood industry. Then put forward the countermeasures and suggestions to the foodtrade. The article is divided into five parts: The first part expatiates the variety of the Japanese environment policy.Post-war up to now, the Japanese environment policy changed a lot. Its processcan generalize to three stages: The first stage is " harmful effects" tomanage, from 1945 to 1975. Its policy primarily is to deal with the harmful effectsproblem. The second stage is from the year of 1976 to the year of 1989, it is policyharmony and layout stage. The aim of the environment policy is to raise life quantity.The third stage is from the year of 1990 up to now. It is the stage ofinternationalization of environment policy. With the speedy development ofeconomic globalization, the environment problem also strides over the nationalboundary and becomes the global problem. On the same time, the Japanese environment 53policy also appears trend of the internationalization obviously, the characteristicsof the Japanese environment policy in this stage are: quick activity of the businessenterprise; recognition of the environment diplomacy. The second part described the food production, trade and agricultural developmentin ecosystem in Japan. Presentm condition of the development of the related foodindustry influents on the trade directly. There are the foods of the self-sufficientproduction ability in Japan, rice and eggs. The price of agricultural product is cheap abroad, Japan imports the agricultural product from the overseasincreasingly. The domestic production is declining. So there is big space for 54our country to export food products to Japan. The 70's of 20th century, to reduce the farmland salty alkali and the agriculturesource pollution ( pesticides, fertilizer distributor), increasing agriculturalpreduct quality safety, Japan starts developing the ecosystem agriculture. TheJapanese environment policy turns stricture, especially the system of relevantfood trade is more and more severe. As the biggest trading partner of China,the way what Japan does will inevitably to influence on the export trade of Chinaseriously.The third part is a relevant law and management of Japanese environment and foodproducts. There are primarily 13 laws concerning environment. With the developmentof position and the need of civil administration, the adjustment andsupplement are necessary to the original law according to the realistic domesticaffairs of demand when the old laws are not sufficiency or not general. Such as, itcan use super addition of supplementary articles. This shows the seriousness and 55continuity of the law. Recent years, Japan puts into practice of authentication system of foodproducts organism, which regulate that there is no pesticides fertilizerdistributor. In addition to practicing the organism food authentication systemto the vegetable, rice, domestic animal products, such as meat and eggs are practicedthe authentication system since 2002. Because the standard and procedure are too strict,not many Japanese producers acquire the organism food authentication.For foreigners, because of attestation main from Japanese local organizationundertake, and carry out Japanese standard, as a result, face the hard threshold,this will put forward the higher request to the food export of our country.
