In our country, property management of city small residence area isnecessary outcome of housing system reformation under condition ofrenovation and open-door policies and market economy. Its pattern must meetthe requirements of socialism market economy system. As improvement ofsocialistic market system, property management has become hot spot andgroping focus in social problem. In this paper, on the basis of former studies,we have concluded experiences and lessons produced in propertymanagement practice and brought opinions and points of view of ourselves,which may be useful and valuable in improving system info and rulingdevelopment of property management further in our country. Property is floorboard of houses, affiliated establishments and relatedfield being set up and in use and consists of ground, buildings and theirownership, with characteristics of fixed location, multi-forms, long-lastinguse and value keep and increment. Property management means that a specialinstitution entrusted by possessor deals in property being in use withadvanced management science and technology, according to national law andcompact and contract, at same time carry out specialized management insurrounding environment, cleaning, security and safeguard, public greeningand road maintenance, providing multiple integrated service to owner ortenements. Object of property management is property, recipient of service ishuman--owner. Property management differs from traditional house management greatlywhether in notion, content and mode nor in depth and width. Traditionalhouse management is that government or enterprise supervises housesdirectly and closely in welfare form with administration way under plannedeconomy whereas property management is that specialized enterpriseprovides cost service of socialization management with economic waythrough market. Traditional house management takes single "collecting rent 37to keep house" as main content, but needing large national financialallowance; property management exerts running, management and service onproperty in a whole and multi-function way, taking house as object andhuman as core to provide them with service both in material and spirit.Enterprise of property management earns itself by running mechanismwithout national allowance. In traditional house management, housemanagement units manage residence with idea of themselves and residencecannot select house management unit; in property management, owner anduser choose and engage property management enterprise by market and makecontact with enterprise on the basis of equality to define their right and duty.In traditional house management, property right is owned by nation; but inproperty management property right is multiple owned by nation, group andindividual including those who are from Hongkong, Macao, Taiwan andforeign countries. In traditional house management, relationship betweenmanagement unit and residence is managing and managed; however inproperty management relationship is serving and served, containingmanagement in service, all the services required by residence are met byproperty management company as possible. According to standards from social industrial department, propertymanagement belongs to the third industry, it is service industry which doesnot make out material product. It is extension and improvement of real estateintegrate development, maintaining and increasing property's worth, savingsocial wealth, combining serving, management and running and containingmanagement and running in service.
