Perfecting insurance law system of the State and establishing modern insurance system has been a matter which brooks no delay when facing drastic competition of international insurance market, while establishing and perfecting insurance assessor system of the state is obviously one of an important aspects. As china has entered WTO, the development and internationalization of insurance has been irreversible, the international insurance practice that insurance assessor, as one of insurance intermediators, participate risk survey, decision on damage, satisfaction of a claim, should be adopted by insurance of the state. The tenet of tae essay is that through tae introduction on insurance assessor, learn and share good experience from overseas insurance assessor system, generally analyze the present development situation, existing problem and facing challenge of insurance assessor system of the state, expect to establish and perfect fair effective insurance assessor system that suit for our state situation, insure interest of policy holder, safeguard credit of insurance party, improve fast, healthy development of insurance of the state. The thesis is divided into four parts. Part I The basic meaning of insurance assessor. The noun -----insurance assessor ---doesn't exist in Insurance law. The Chinese Insurance Supervision Committee makes a definition on the meaning of insurance assessor in the form of regulations. It is called 'insurance notary in Taiwan province of China. In the writer's opinion, the insurance assessor refers to the special organ that is entrusted by the insurance party and to specially participate the assessment, survey, appraise, assessment on damage, satisfaction of a claim and provide assessment report and charge the reasonable fees from the entrust in order to promote the fair and reasonable settlement of the insurance responsibility accidents, ensure the legal rights of the two parties of insurance. The insurance assessor has characteristics of economy, independence, fairness, specialization and regulation, it has difference from the insurer, insurance broker, insurance agent, but there is a certain relations among them, while there are some similarities in roles and positions with assessment organ, production examination organ and notarization, but their own special position and role of insurance assessor in the insurance is insubstituability.Part II. Review on advantages and disadvantages of insurance assessor system of typical states of overseas It is England that first established Insurance assessor system. In 1941, Britain insurance assessor established their own assessment association, later in 1961, it won the royal special certification, and was evaluated as special assessment association. In Britain law, the insurance assessment didn't belong to the scope of insurance supervision but was brought into the contents of common regulations. The special assessment association made supervision on the conduct of assessor that had acquired the certification of insurance assessor, which made the Britain assessor won the high appraise in the world. In aspect of Britain insurance assessor market subject supervision, the role of professional self-discipline was more prominent, relatively weaken the role of supervision from government, lack perfect the construction of insurance assessor marketing supervision system. The American insurance assessor system put emphasis on the management on permit of insurance assessor practice and stipulate that the insurer is not permitted to work trans-state on one hand. On the other hand, the role of profession of insurance assessor association is exerted. But the examination system of insurance assessor has not been established. This supervision system has a certain limitation, which is only suitable for America where the insurance is relatively developed, it is not suitable for the need of development of insurance assessment of the states where the insurance is still in the early stage of development.
