Research On The Function Perfecting Of Quanzhou Administrative Service Center

The construction of service-oriented government is a complicated andsystematic project that has become the reform objective of our government. Inview of China is in the historical period of transition from a traditional societyto a modern society，does not possess the economic strength and political,social, cultural conditions to comprehensively construct the service-orientedgovernment in the strict sense， so we need to proceed from our nationalconditions to do that step by step with emphasis. One of the most importantmethods is the construction of administrative service center. Administrativeservice center has a lot of problems in the development process, and manyscholars put forward their views on the construction of administrative servicecenter based on different theories and from different perspectives. On thefoundation of forefathers’ research achievement, this thesis takes theadministrative service center of Quanzhou city as the research object, selectsthe service-oriented government theory as the theoretical basis and from anew perspective——interest relation analysis perspective to discus.In the first place, by using the methods of literature analysis, the thesisdefines the concepts of service-oriented government and the administrativeservice center, summarizes the core theoretical value of service-orientedgovernment theory through the literature review, and puts forward thehypothesis that the administrative service center covers four interest relationswhich play a decisive role to the realization of its functions, the four interestrelations including the center and the public, the center management andservice windows, service windows with each other, service windows andbackstage function department.Then by the method of field investigation, mainly the interview andobservation, to test the hypothesis mentioned above by analyzing theorganization structure and operation mechanism which reflect the keyproblems of practical operation of Quanzhou administration service center.In this foundation, regarding the core theoretical value of service-orientedgovernment theory as a guide to analyze the four interest relations and theirinfluence on the Quanzhou administration service center. The influence ismainly about the position and function implementation of Quanzhouadministration service center.At last, further emphasizing that the core theoretical value ofservice-oriented government theory has a great realistic significance to theadministration service center, meanwhile, the four interest relations containedby the organization structure and operation mechanism of administrationservice center coordination or not determines its position and functionrealization whether in accordance with the service-oriented governmenttheory, they are theory and practice relationship of dialectical unity,thereupon then, achieving the reorientation of Quanzhou administrationservice center and perfecting its function.
