The position and role of human resource management in enterprises are being improved frequently, and more and more enterprises have emphasized the human resource management on the height of business strategy. The core ideality of human resource management is stimulation, and we can improve the working efficiency of the enterprises and reach the objective of the organization through stimulating the enthusiasm and initiative of employees. Facing more and more competitive markets from home and abroad, managers have deeply realized that core competence is the weapon to beat the competitors. Hence, Cultivating core competence through human resource management is one of the important ways to improve the development of enterprises.The fast development o high-tech and the unprecedented intensity of global marketing competence make governments and people all over the world realize clearly that human resource management and core competence are the keys to make enterprises develop on their own initiative. Who can manage and develop human resource effectively, through which making up the core competence of enterprises, and who will be able to master science & technology, market, and productivity of the knowledge-economy era, thus who can master his own destiny ultimately.
