Human Resource Management(HRM) has been playing an important role in business management since professor Peter ?Ducker advanced the idea of "human resource" half a century ago. The development of HRM induces the great change in its function, which is mainly embodied by the transformation from the function of tradition personnel administration to that of strategical human resource management(SHRM). The HRM management act as the ministry of staff, execution and support for the strategy of business development. However, lots of questions appear with the increasing importance of HRM management in business management. All of the questions need analyzing and studying, such as the following questions: the relationship between HRM and business strategy, how do they influence each other and combine to form SHRM, the relationship between HRM and competitive strategical superiority, how to construct the strategic HRM. Based on the above-mentioned questions, the thesis is divided into five chapters to discuss them.My thesis analyze the relationship between strategical HRM and business competitive superiority. Discussing how the human resource strategy can gain the competitive strategic superiority. Making a conclusion that an enterprise should adopt HRM so as to gain superiority in competition. Discussing how to construct SHRM from the three aspects of essence, target and principle. Stating the procedures of constructing SHRM in detail. Putting forward a concrete pattern of SHRM. At the same time, analyzing the consistency of SHRM with staffs expectation, which is the most important point in carrying out SHRM. Discusing the managing methods on how to make the two aspects consistent. At last, Commenting the construction of SHRM from a case .
