Knowledge economy is becoming the theme of economy development all over the world. The intensity of knowledge, the diversity and synthesis of development, the globalization of economy and the continuance of development are attacking every corner of society and changing the internal and external environment of the corporation greatly. Business competition worldwide is becoming more and more relied on advanced technology and talent. The human resource is the first resource of the enterprise, the competition between enterprises is the competition of the human resource in the final analysis, properly organized employees with excellent skills will provide the company great advantages over its international competitors in the 21st century. Thus, it is an urgent and essential task as to how to cope with the historical and tidal current, how to exert adequately its potential advantages, how to explore the internal relation among knowledge economy, enterprise core competence and human resource management. This task is countermeasure research of human resource management on elevating enterprise core competence, it refers to domestic and abroad theories about human resource management and enterprise core competitive capacity and three years of experience on human resource management, deeply researching about it based on the theories and practice, then puts forward five countermeasures of it.First of all, it gives a brief account of the basic theories of human resource management and enterprise core competence. On this basis, it analyses the challenge that the human resource management will face under the tendency of globalization and puts forward some realistic countermeasures. It analyses the relations between human resources and core competitive capacity, and thinks human resources is the basis of enterprise core competence. It contrasts the existing state of human resource management domestic and abroad present.Secondly, it analyses the necessity of enhancing human resource management and elevating enterprise core competence by means of enterprise facing to severe challenge, enterprise changing its business ways, innovation and enlarging activities of human resource management.Finally, it puts forward countermeasures of enhancing HRM.First, innovation of performance managementFrom the perspective of psychology and behavior, it introduces the definition of performance, necessity of managing performance, main procedure of performance management, and the issues to be paid attention to.Second, innovation of incentive systemIn the time of knowledge economy the knowledge and men's creation substitute the capital, technology and natural resources and become the main driving force in pushing the world to develop forward. The competition between nations, between enterprises, the creation, application and value adding of knowledge, and the rational distribution of the resources all depend on the carrier of the knowledge -that is the knowledge-based workers. Therefore, if an enterprise wants to acquire and keep long-term competitive advantage, it must stimulate the knowledge-based workers' initiative, active and creativeness in order to establish the good incentive mechanism.Third, establish learning type organizationThe learning type organization with such characteristics as 'systematic thinking' and 'self-surpassing' makes it possible for the leaders of enterprises to solve the problems in the management of human resources. On the other hand, it sets an even higher demand on those leaders as it requires them to take 'establishing learning type organization' and 'making organization studying' into consideration.Fourth, innovation of enterprise cultureIt introduces basic theory of enterprise culture present and three kinds of innovational culture: learning style culture, knowledge-sharing culture, customer satisfaction culture.Fifth, implement strategic human resource management.With the increasing economic competitions and globalization, human resource has become the main resource of obta...
