With the profound reformation day after day, China society advances the period of transition . Its organizations have started to happen profound change and the professional associations have developed at rapid speed and large scope which weren't had before. Practice needs urgently the reply to the theory of administrative law. Based on this, the dissertation researches the definition and characterisitics of professional associations ,while exposing the main problems of china professional associations at the moment. After it thinks over again the tranaditional position of professional associations from four aspects. A new position is expressed- professional associations have the qualification of administrative main parts. It' s certificated form the the adjustment range of administrative law and power's plurality and sociality.We should use the method in England and in the USA for reference comparing it between in England USA and in china.The method is to determine which kind of behaviour it is, according to the quality that the behaviour perforn its power.From these,it shows that professional associations have the qualifications of admimistrative main parts when they perform the public power and analyses the reasons of this kind of method.lt also discusses three puzzled problems that we can meet in the future by using the position.
