On The Administrative Ethic Construction In The Chinese Social Transition Period

This paper consists of one preface and two tun in bodies .The Preface: It presents briefly the current researching situation of the administrative ethic construction in our conntry and states emphatically the researching scope and significance of this paper . As far as the researching scope is concerned , this paper will not limit the research on the base of professional ethic construction or ethics or general theories but broaden the researching range of the administrative ethic construction and take as the researching object the ethic phenomenon of the administrative activities in the social domain , the combination of the ethics and administration learning, and lay stress on both the practical use of the theoretical study and the realistic promotion of the administrative ethic construction . As to the researching significance, strengthening the research of the administrative ethic construction in the social transition period will be beneficial to the social stability and healthy development in our country and the overall progress of the social morality , also it is the objective requirement of nation - running strategy of administering the country according to law and with the morality , and the inevitable choice of the national reform of political and administrative system.Part One : The core , principle and arrangement of ideas of the administrative ethic norms system in the new period have been put forward and discussed in details on the base of briefly explaining the necessities and basic requirements of systematically building the administrative ethic norms This paper holds that systematically building the administrative ethic norms should be the main trend of administrative ethic construction in every country in the world and the urgent matter of the administrative ethic construction in our country. It stresses that the basic norms of the administrative ethic in our country is built up according to showing the basic spirits of the administrative ethic in the Chinese social transition period and making overall demands on the administrative body . This paper points out that systematically building (he administrative ethic norms in the social transition period should grasp "one core", keep "six principles" and contain "four arrangements" , namely take serving the people as the core , keep the six principles of clean government , hardworking government , equality , proficiency , democracy and legal system and contain the four arrangements of source , realm , level and slate .Part Two. This part actively probes into the practice ways for the administrative ethicconstruetion in the light of the current situation of the administrative ethic in Chinese social transition period find points out that people usually have too narrow understanding about the construction of ethic and administrative ethic and restrict the ethic and morality construction into the sphere of thoughts construction. This paper considers that as a realistic practice activity , the social ethic construction and the administrative ethic construction are not isolated but interrelated and restrained each other with the other aspects of the social practice. The activities of the ethic construction are by no means limited in the sphere of ethic. Therefore , we must research and construct the ethic beyond the field of the ethic itself.
