It is the first essential step to address and manage the risks that the occupational pension system is exposed to, especially for China to develop market-oriented occupational pension. In this dissertation, I use a top-down methodology to identify the risks the occupational pension system confronts. Corresponding to the investment risk, I try to select the assets based on risk tolerance capacity to manage the non-systematic risk, and dynamitic trade between the Treasury bill and proprietorship assets to manage the systematic risk. As to the large scale of the pension fund, participating corporation governance of targeted company is a useful way to prot'ect pension' s benefit. Corresponding to the governance risk, I explore the pension organization forms and the five governance elements. Corresponding to the principal - agent risk, I try to change contract form, adopt benefit compatible incentive mechanism and promote competition among external fund managers. Because supervision is a key element to protect the interest of the scheme member, I explore it in the last chapter. To learn about the actual situation of the occupational pension, I use established occupational pensions in Qingdao as a case through interview and questionnaire. |
