Rent-seeking is an ubiquitous economic phenomenon in modern society, which has a strong impact on both economy and politics. Therefore, it has been ?a theoretical hot issue since it emerged.Classical economists hold such a standpoint that competing equilibrium is dynamic,which will be built up and broken down on condition of free competition, with the exception of the government' s intervention. Therefore government' s intervention is an origin of monopoly, which is a hindrance for free market and will lead to rent-seeking.Rent-seeking research developed quickly, which has made progress not only in Public Choice region but also in International Trade one. Moreover, it has also been a hot research issue both of Neo-institutional Economics and Neo-economic historiography. Rent-seeking theory has brought us into a further cognition of "Government Failure" and a further thought- of institution designing, in order to rectificate the "Market Failure" and establish a much more effective order of market economy. Moreover, it also has supported a strong theory for analysing and avoiding "corruption" in modern society.But, by a static research method without dynamic view and along with a hypothesis of perfect market economy, the rent-seeking research of mainstream economics has been restricted. It is because that if the market was to be the best means of resource allocating, should it has a precondition of a perfect market order , or it would not work well. Meanwhile, it is another restrict of mainstream economists that they only focus on the rent-input of rent-seeking and neglect the rent-outcome.Based on the deficiency of mainstream economics and according to the discussion on the "origin of rent", this thesis present "state' swell-intentioned rent-creation "and "state' s rent-orient policy" , which are common phenomena in some post-developing and transitional countries. In some certain political and economic conditions, they can further the economy much more efficiently.This thesis consists five parts.The first part is about the basic explanation of rent-seeking, including its emergence and development in the whole world, along with the remarks of related theories.The core of this thesis, consists the second part and the third. First, it introduces the origin of Rent-seeking and analyses the defects of mainstream rent-seeking theory. Second, according to the Market Failure Theory , Endogenous Growth Theory and Strategic Trade Protectionism, the thesis further extends the origin of rent-seeking and advance"state' s well-intentioned rent-cfeation"and"state' s rent-orient policy". Next, state' s well-intentioned rent-creation mechanism and run mechanism have been discussed in detail, which demonstrate that rent-seeking in a certain condition such as state' s rent-orient policy, under the condition of performance-based rent can lead to a positive effect on a nation' s economy. Finally, the thesis enumerates some examples of state' s rent-orient policy in East Asia.The last two parts testifie the view and logic by retrospecting and studying the FDI Incentives Policy and the Export Drawback Policy in China during the past 20 years, meanwhile it gives s'ome proposes of the China' s state' s rent-orient policy in WTO.The thesis draws the conclusion as follows: state' s intervention in economy , which is the origin of rent-seeking , can lead to not only a negative effect on economy but a positive one, on such condition that the rent baseson performance . Therefore, rent, as an incentive tool , can be used in state' s rent-orient policy and make a well-intentioned achievement.
