Rent-seeking behavior of popular not only in western countries, but also is in the transition period of China’s widespread economic phenomenon in the development of market economy, although the theory of rise time is short, but its theory generally affected the politics of each branch, as well as sociology, economics, law and administrative management provides a new research idea. Mass rent-seeking is in an unprecedented gesture in China’s economic and political market.
