To some extent, competition among enterprises is subject to their competition for human resource. Facing the more and more complicated environment, enterprises must attract, hold, and make full use of talents by designing and adjusting the human resource system, especially the salary and performance appraisal system which has become the key to acquire compete predominant.This article selects CSCEC-PAUL CONSTRUCTION CO. LTD to be the object of research. Therefore, this article analyses the present situation of this company's salary and performance appraisal system so as to find out its main problem. On this basis, we use the advanced level of modern human resource management and apply other scientific methods of designing salary and performance appraisal system to build a salary and performance appraisal system that accords with CSCEC-PAUL CONSTRUCTION CO.LTD and adapts to market economy.While the system of the salary is designed, we hold the principle that it is fair in the company and it is competitive compared to other company, starting from job description and post appraisal to build the system of salary based on position appraisal. Consequently, post appraisal is the key of this system. According to this company, we take three key element laws to assess post which makes the salary system more rational and scientific.While the performance appraisal system is designed, we use balance scorecard by disassembling the stratagem to different departments and ranks, the guideline is decided by key performance indicates (KPI). This performance appraisal system is built based on BSC which disassembled according to effect-cause relationship.At last, this article explain how to use performance appraisal achievement in salary by an example , and take salary and performance bounded together, increase the proportion of performance salary in total salary .By doing this , it make full use of limited resources to maximally improve employees' enthusiasm.This article focus on the combination of theory and practice, qualitative...
