In China, along with high speed and deeper development of the reformations, six telecommunication companies coexist and compete with each other is taking shape in the market after high speed development and reformations, at the tune of China reform and open to the outside world with uninterrupted growth. It is high time to perform inter-reformation in China Telecom Xian Branch for the shaking leading position on Xian and the grim situation of development posture. The performance management is the important guarantee of perfecting modern company running system of Telecommunication Company, but traditional performance management is divorced from the strategy of company development, and influence the result of the performance management.In this thesis combination description of the theories on performance management has been made in order to clarifying the confusion and lopsided about the performance management. Then do a careful exposition on BSC, KPI and MBO about their scientific, systematicness and logicality.The issue has pointed out the purpose and necessity of Business Process Reengineering, and analyzed the affects it put on the system devise, then promoted the main idea that building a strategy guiding performance management system by analyze the problems and reasons in performance appraise for China Telecom Xian Branch.According to the practice of the process of design performance system for China Telecom Xian Branch, BSC has been introduced into performance management to certain the performance assessment element by made the indexes of finance /benefit, service/operation and develop all get together.Then use the method named Value Tree tc make the enterprise strategy mission decomposed to every department and post, establish the system of performance management index by select KPI, and use Moon Chart to estimate the weight of index in order to ensure assessment emphasis. The last but not the least important is sign a performance agreement with every person, to achieve two-way communicate of performance objective and make personnel grow with enterprise.Effective measures for efficient implementation of the performance evaluation system are proposed. In a word, efforts should be made to ensure building performance assessment implement essentials, strengthening compensation and the problem appeared in running the performance management system, so as to improve the performance management of the enterprise.
