The market environment in the telecommunication business is changing rapidly. Facing the opportunities and challenges together, each enterprise in the business, including Hunan Telecom, Changsha Branch, has no other choice but to improve the ability of marketing and management. Marketing is one of the most important functions in an enterprise. The effectiveness of the application and realization of the marketing strategies and tactics is depended upon the efficiency of the marketing management. Hunan Telecom, Changsha Branch has been making an effort to choose and continuously improve the appropriate marketing management and organizational form. Based on the analysis of the exterior environment and the marketing ability of the Company, the thesis studies the application process of the system of the production manager responsible and finds out the valid measurement to promote the marketing management and organizational form in the new circumstances.After analyzing the background of the theories of marketing management methods and analyzing the Company's development circumstances from macro-environment and development status of the business, the thesis evaluates the Company's marketing ability under the analysis of its resources. The thesis then states and analyzes the Company's reform process which is changing system of functional marketing management into the system of production manager responsible for prompting its marketing ability and finds out the main problems existing in the system of the telecommunication products management: Having not finished the optimization of the operation process and the improvement of the capability of the production manager, the system of the telecommunication production manager responsible can not accomplish the tasks of market research, satisfying the custom's needs and promoting the profits, etc., for the need of scale-effectiveness of the Company under the present mode of production management. The thesis puts forward three main suggestions which are establishing coordination group for production and information management system for production managers and strengthening the market subdividing for the marketing of the telecommunication production portfolios.
