The water resource is the important guarantee of national economic development, the important composition factor of national competitiveness and sustainable development ability, it occupy the extremely important and irreplaceable strategic position in our country'seconomic construction and social development. As a kind of limited resource, the reasonable exploitation of water resource concerns the steady sound development of the whole national economy. In the market economy, the market mechanism should play a basic role to the distribution of water resource, it is the important way to realize rational distribution of water resource to use the economic law of the market to standardize the water in taking water behavior of the market main body. Water resource fee as one economic adjustment lever, is the prerequisite and foundation of realizing rational distributed of water resource by market mechanism.At present, in academic circle, many to study the charging of water resource fee in terms of economics, and little to probe into from legal system aspect, the existed researching results of perfecting charging system of water resource fee even more few, and it is rare to probe into the charging of water resource fee directly in documents abroad. Several great basic theoretical questions of charging system of water resource fee haven't get satisfactory settlement yet, some concrete systems are still a blank in our country. The shortage of the theory must cause disappearance and deviation in legislation, thus cause a great deal of drawbacks of enforcing the law in practice, the shortage situation of water resource is more severe. Perfecting charging system of water resource fee of our country is a great subject that era put forward.This paper collects the basic category of charging system of water resource fee as the starting point of studying and the analysing tools, usemethods such as comparing, value-analysing, standard function etc., from aspect of legal system, try hard and solicit to research the perfecting charging system of water resource fee of our country preliminarily.Along the way what the system analyses, this paper is at first in analyzing the existed researching results in category of concept, nature, component of water resource fee etc., defines the intension of water resource fee in "land rent theory" of Marxism, and clarifies the relation of water resource fee with the related concepts such as water rate, water right price etc. On this basis, from five respects proves the reason of establishing the charging system of water resource fee in our country, that is: to replying the shortage trend of water resource day by day; to realizing the national ownership of water resource; to promoting using water in save and with plan; to compensating the expenses in the survey, evaluate, protects of water resource; To using the economic law distributing water resource rationally.From the 16 years of gradual progress history of the charging system of water resource fee, this paper analyzes the five defects in current charging system of water resource fee deeply, such as: the systematic obstacle, lack of operability, confusion in charging standard, imperfect implemental mechanism. And point out that perfects the charging system of water resource fee should establish correct guidelines that regard the viewpoint of scientific development as its spiritual essence at first, and give the concrete suggestions to perfect the current charging system of water resource fee from four respect: charging subject, standard of charging, range of charging, use and management of water resource fee etc..
