With the carrying out of the reform of urban housing system, more and more residents should buy houses. Because house was a commodity with high price, many residents had to refer to loan from financial organization. In order to make sure the middle and low income residents having their own houses, in 1991, the government set up housing accumulation fund system with the reference of central accumulation system in Singapore, During the recent 10 years, the system had made great progress and played very important roles in urban housing reform, urban housing construction and improvement of living standard.As the center of operation and supervision, housing accumulation fund center helped middle & low-income residents getting housing funds, but at same time, the center have encountered many problems in loan scale and operation. And these questions would push the residents, who hand in the accumulation fund, into potential risk.On the base of investigations of 5 cities in Shaanxi, the author classified the risks and analyzed residents' loan risk from the center. The main achievements of this paper were as followed. At first, from the theory of capital portfolio and break-even analysis, the lowest loan scale was determined; therefore it could prevent the risk caused by too small loan scale. The second, as to the risk from too large loan scale, the typical cases and sensitive analysis verified controllable conditions which could prevent risks. At last, some countermeasures were suggested to evade the residents' risk from the center's structure and employees' quality.
