In view of the situation that the study and apply on method of controlling the cost of engineering construction still only on the term of construction but no effective method of controlling the cost on the other term such as plan, design and public bidding for construction, and lacks the perfect system in china today, the thesis takes controlling the cost of engineering construction in the whole course as the researching target and deals with the matter from the angles of different stage including plan, design , public bidding for construction and construction, set up and perfect the method and system of controlling the cost in the different stage.The thesis comprehensively deliberates stochastic and fuzzy character of controlling the cost of engineering construction; it takes quantitative analysis as the dominant factor, takes qualitative analysis as the secondary factor, establishes an comprehensive system of controlling the cost, and make various theories, the basic principles and the methods of engineering maths in the analysis and calculation of controlling the cost of engineering construction, such as effect theory, fuzzy maths, value engineering, grey system and system simulation.It also establishes the simple and effective practical model. On the basis of practical example, it puts forwards the train of thought and method to controls the cost of engineering construction in the different stage. It take comprehensive use of quantitative and qualitative method of controlling the cost in various situation, obliterate the shortage of controlling the cost of engineering construction only on the term of construction, improve the depth and accuracy of quantification research.
