The Research Of Extension On Reducing Cultivated Land And Planting Forest Of Shan-Bei Region

The North Shaanxi has longstanding history and rich natural resources. But it is dry and little rain. The ecological environment is fragile and the people live poorly. The main reason is the serious soil erosion, the high comparison sloping farmland and the traditional may of planting. So the most important methods are to reduce the sloping cultivated land and to plant forest and grass. Since the Nation descends the conversion of cropland to forest policy, the Shan-bei Region is always one of the important areas. And it is concerned by many people. The conversion of cropland to forest of North Shaanxi is not only a ecological question, but also the economic and social problem. So we must analyze and solve it systematically from the aspects of the ecological, economy and society.The theoretical tool used by this paper is a newly arisen course. That is Extension. This is a crossing course which applicants systematically with system science, thought science and mathematics. And this paper mainly used the extension evaluation theory and the extension decision of this course.This paper begins from the present ecological condition, and analysis the General situation of reducing cultivated land to plant forest and grass in domestic and international. And then it analysis the urgency, necessity and possibility .The paper evaluate the circumstance of reducing cultivated land to plant forest and grass in Shaan-Bei Region, Yan-an city and Yu-lin city based on the extension evaluation theory. The result is that the ecological environment of the current Shaan-Bei region is not quiet well, although it is much better than before.And then the Research uses the extension decision theory to analysis the contradiction between the present and ideal ecological condition on reducing cultivated land to plant forest and grass. Lastly, the strategy set is given by the paper.In this paper, extension is applied to analyzing the conversion of cropland to forest in North Shaanxi for the first time, tried to provide a new way in solving this kind of problem, expected to do some goods to the decision of the government and to give a little help to realize the aim that is " the mountain become green and the person become rich".
