Analysis Of Government Mechanism In Social Security

In the area of social security, the issue of what responsibility the government should take and how to do it is worth exploring. Along with the deepening of China's economic structural reforms, with the improvement of socialist market economy system, with the establishment of modern, enterprise system and with the readjust of distribution system the reform of the social security system in China entered a new stage of establishing and improving a new social security system from the previous stage of reform in support of the transformation of the system of State-run enterprises. During the period of establishment and improvement of social security system, government should act as "principle maker institute operator and requisite fund offer", play the part of maintaining fair distribution and social stability, assume the responsibility for establishing the model of social security, perfect .social security legislation, share the shift cost of insurance models and offer requisite fund of it.This article starts with the analysis of theoretical source which government should be responsible for the social security. We should base ourselves on the realities of China, comprehensively analyse the necessity and limit of government mechanisms in social security. Furthermore, the article has put forward the key to establish a new social security system with Chinese characteristic is to set me government's role and function in the social security.
