A cultivated land evaluation system was constructed in the light of Land Evaluation and Site Assessment in American. With analyzing the character of natural factor and socio-economic factor and taking the productivity of specified indicator crop as the index of quality of cultivated land, the contributing ratio of natural factor and socio-economic factor to the quality of cultivated land was ascertained.Firstly, according to the connotation of cultivated land quality defined, the attribute of natural and socio-economic factor was analyzed which included their components, the function style to cultivated land and the administrated character while the productivity of specified indicator crop was confirmed as cultivated land quality indicator. Secondly, in order to search after the spatial distributing law of the natural and socio-economic quality an evaluation pattern was designed based on GIS in Wolong district that was selected as representative region. The evaluation result showed that the cultivated land natural quality distributed in correspondence with landform, however, the socio-economic quality behaved differently, on the one hand, the locational condition was relative to local economic level, on the other hand, the farmland infrastructure situation was relative to both landform and local economic level. Finally, the contributing ratio of natural factor and socio-economic factor to the quality of cultivated land was calculated based on the relationship between the cultivated land evaluation value and the productivity of specified indicator crop using the correlating function of SPSS. The result indicate that the contributing ratio of natural factor and socio-economic factor to the quality of cultivated land was not 1:2 but 3:2 in Wolong area different from LESA based on the connotation of cultivated land quality defined in this research.A new method was proposed which was in favor of comprehending the cultivated land quality, by combining cultivated land evaluation and contributing ratio research as one system. The demonstration was conducted in Wolong district and the result can provide basic data and scientific warrant for local smart cultivated land use.
