Qinghai province was located in the west of China. The development of Qingnan area of main grazing area of Qinghai provice affects the economy development of whole province. The "Four point system" project was launched in 1991, and until 2002, has made investment of 798 million Yuan. The objective of the project is to strengthen the pastoral risk management capacity through building of fence, shelter, living house and oats planting and improving the overall livestock production condition in Qingnan area. The herders should be the key stakeholders in the pastoral risk management project. Therefore, herder's roles and participation in the pastoral risk management project and relevant factors affecting herder's participation in the implementation are crucial issues for the success of the project. The authors carried out a systematic investigation on herders' attitude and their participation in the risk management project and made relevant policy and technical recommendations based on the findings of the research.
