Study On Innovation Of Tianjin Rural Agri-tech Extension System

Rural Agri-tech extension system in China has played an important role in accelerating agricultural technique advance and pushing agricultural modernization forward. Facing new requirements from agriculture and countryside at new stage, the advantage of existing agricultural extending system should be fully utilized. After improving its shortage and increasing its service function, the extending system could supply strong support for developing modern agriculture, promoting the competitive capacity of agricultural products, ensuring food safety and increasing farmer income.The developing history of agricultural technique extending organizations at village and town level as well as county and district level was studied. The change of staff, budget, function and developing trend has been analyzed. It is concluded that the basic agricultural technique extending system has to be innovated. Agricultural extending system innovation being carried out in China is essentially new system variance. The key of innovation is finding target model. In fact, innovation is the basic approach to find innovation target model. New extending system should accommodate to the development aims of Tianjin innovation and opening, suburb agricultural modernization and countryside economy; should be consistent with developing rule of agriculture extension, which would be effectively support and accelerate district science and technology advance as a whole.New remarks of this thesis are as follow: 1. Suburb basic agricultural extending system in municipal city should be set up according to "three separation" principle of administration, commonweal and enterprise. Administration should be included in the office affairs. Commonweal service should be undertaken by service stations of Agricultural Technique Extension Center, which is a new organization belong to county and district agricultural bureau but across villages and towns. Enterprise for earning profit should be open to companies and service bodies by the market competition rule. 2. The core of innovating present basic extending system is to remove present commonweal agricultural technique extending organizations in villages and towns and to set up stations of agricultural technique extending center across villages and towns. The new system could efficiently improve service function of basic extending system and deduce cost of running technique extension from government. 3. The whole constitution of basic extending system in Tianjin was analyzed.Innovation of present basic agricultural extending system must be carried out in order by the relative laws under the effective organization of Tianjin government and county government.
