The construction of highway net is the proportion of every component of highway net. The construction optimization of highway net means structural rationalization and high-qualityization, it belongs to category of infrastructure construction regulation and is the significant component part of Hubei communication industrial structure regulation.Since the reform and open, the highway communication of Hubei obtained substantial development, the infrastructure obtained obvious improvement, the transportation capability obtained obviously heighten, and the highway communication adapts to national economy and community more and more. Yet with highway heads for networkization and systemization gradually, construction contradiction existing in the highway infrastructure is also raised one by one, and optimization of the highway construction is put forward to schedule. Approaching 20 years is the significant strategy stage for Hubei's construction optimization of highway net. We need theory from macroscopic level to guide us to locate and realize it successfully. Therefore, the article summed up all available analysis means about this area in home and abroad, and by means of improvement, perfect and innovation, formatted a set of complete theory. Make use of the theory in Hubei, We obtained satisfactory result, which demonstrates the theory is feasible.The article has 5 sections totally. The 1st section introduced research background, sense, means and technique routes simply. The 2nd section elaborated transportation theories of macroscopic level and evolution regular of syntheses transportation net construction of middle level. Base on this, we summed up the evolution regular of highway net's growth cycle and saturated critical point from some representative developed country such as the United States, English, and France. The 3rd section firstly elaborated and evaluated some means in common use to certain area highway rightful development scales such as land factor law, synaptic and node pattern law, and then proposed target planning analog mode basing on the grey clustering, which is the modification and the innovation to available means. Then making use of the theory, we got the rightful scale of Hubei highway net. The 4th section firstly summed up the development course of Hubei's highway, and then utilized the growth function curve to fit it. The 5th section firstly elaborated the optimization theory of construction of highway net. Then we utilized these theories to complete Hubei highway net's optimization layout of technique grade construction and administration rank construction.
