This paper with theories of economics and function of government used, analyzed that function of government in the course of highway constructing. Studied the regulation of course in highway construction. Summarized and analyzed the problems of government's inexact position and the function of government unfit applying in the course of highway constructing. In order to solve these problems, this paper did these studies that clarity the function of government in the course of highway constructing, reasonably located the personage of government in every stage of highway construction, accurately deal with the relationship between government and market. At the same time, this paper also expounded policies and methods to accurate locate the position of government and reasonably apply the function of government.
