The correct evaluation of the science and technology strength of the district, and the objective analysis of the science and technology development of the district, are useful for the government to realize the science and technology strength of the district, to find out the strongpoint and shortcomings, to establish right policy, to configure the resources efficiently, and to compete with the other districts. This article analyzes and evaluates the science and technology strength of each city of JiangSu province.1. Create a whole evaluation indexes system by investigating some experts by mails. The index system contains 3 first-class indexes and 23 second -class indexes, and covers every aspect of the science and technology strength, and all the indexes are quantities. And the data can be collective more easily.2. By comparing the input of the human resources and the outlay, the activities, the output of the science and technology with each city horizontally and vertically, we can see the horizontal disequilibrium of the science and technology strength, some structure problems and the vertical changes of each cities.3.The definition of the Disequilibrium Coefficient of science and technology strength :solves the problem how to describe the disequilibrium of science and technology strength quantificationally. Then we study the disequilibrium level of each aspect of the cities with the disequilibrium coefficient. The trend of the disequilibrium of science and technology strength is known by calculating the disequilibrium coefficient of science and technology strength of 2000 and 2001.4. Calculate the Grey Correlation coefficients between the inputs of science and technology and the outputs of science and technology, between the activities of science and technology and the outputs of science and technology, and find out which are important, which are unimportant.5. Create a new decision method: a new method to decide the weights is come up with based on Rough Set, Grey Whitenazition Function, and Grey Fixed Weight Cluster is used to evaluate the objections. Evaluate the strength of science and technology of each city of Jiangsu province, and classify the 13 cities into 3 Grey Classes. By comparing this result with the other one, the resultis proved to be reasonable and has its own unique characters.6. According to the above evaluation and analysis, we give some policies and measures to improve the strength of science and technology of Jiangsu province.
