In this paper, we make research on theories and application of human resource risk management in enterprise, which relate to the risk theory, management, psychology, game theory, fussy mathematics, markov evaluation, as well as social-economy. The paper mainly contains two aspects: one is the theory research on human resource risk management in enterprise; the other is the empirical on human resource risk management in Kingsun soft company. We not only try to make the theory of human resource risk management perfect, but also try to offer the reference to the practice. The paper includes five parts:(1) The relations among human resource, human resource management and human resource risk management. First we analyze specialty of human resource comparative with other economic resource from the point of social-economy, then we prove the information asymmetry of human resource management , which leads the risk of human resource management from the point of psychology.(2) we prove the necessity of human resource management by using game theory. Then we put forward a diagram of human resource risk management which based on the preventing of human resource risk management.(3) we evaluate the whole risk in human resource management and investment in human resource risk by applying expert marking, fussy mathematics and markov method. Then we state how to prevent the risk in each stage of human resource management. We place emphasis on how to prevent human resource risk on employee, which apply the 80/20 theory of Pereto and DEA of Charnes.(4) based on risk theory , psychology, management, we suggest the strategy of human resource risk management from the point of risk management. Then put forward the request on the mechanism and method in each stage of human resource management to avoid the risk, which based on the strategy of risk management.(5 ) the empirical study on human resource risk management in Kingsun soft company. We place emphasis on the thought of basing on human in human resource risk management. This thought can be found everywhere in this company. The thought of "the fifth year in college" in recruitment is the best reflection of the thought of basing on human. Kingsun soft company overcomes every risk in recruiting employee. It is invaluable in the field of IT which is the technology always changing very fast and the scale of employees is not stable.
