The paper aims to study the socialism institutional civilization with Chinese characteristics and its construction in the context of globalization. It adopts the principle of the integration of theory with practice, the basic principle of the historical materialism, and the dialectical thinking methods, such as abstract-to-concrete method. First, it investigates and discusses the generality of the (social) institution, including its meanings, its basic structions and its internal relations. Then, it analyzes and studies the generality of institutional civilization, including its meanings, its basic contents, its measuring standards, its basic characteristics and its social functions. Also, it discusses the important inner nature of the globalization -the universal institutional civilization and the socialism institutional civilization with Chinese characteristics, and their dialectical relations. Finally, it analyzes and clarifies the importance, the main contents, the basic links and its principle requests of our country's development of the institutional civilization.The paper consists of an introduction and five parts.The first part is concerned with the meanings, the systematic construction and its interal relations of (social) institution. On the basis of investigating the understanding of the "institution" by the ancient Chinese, the research of the western scholar of the modern times on institution, and the research of the modern western system economics on institution, it clears and defmites the intension and the extension of institution's concept. The author argues that the construction of the formal institution can be divided into three level classes: basic system, concretesystem and concrete rules and regulations, and that they have complicated inner relations. On the one hand, they are not corresponding one by one. On the other hand, the social basic system and the concrete system restrict each other.The second part is concerned with the meanings, the basic contents and the measuring standards of the institutional civilization. On the basis of investigating the meanings and the basic contents of institutional civilization, it studies the relations of institutional civilization and material civilization, political civilization and spiritual civilization. The author argues that with regard to the relations of the extension of the concept, there exist cross relations between institutional civilization and material civilization, political civilization and spiritual civilization. From the dialectical thought angle, institutional civilization has both difference from and connection with material civilization, political civilization and spiritual civilization. On the one hand, there exists difference between them in many ways; On the other hand, institutional civilization contains inner connection with material civilization, political civilization and spiritual civilization One inner connection lies in that material civilization, political civilization and spiritual civilization (especially the material civilization) constitute the important realistic foundation of institutional civilization. Another inner connection lies in that institutional civilization is the key nuclear of material civilization, political civilization and spiritual civilization, etc. Finally the measuring standard of institutional civilization is dealt with. The author thinks that the essential standard and the various concrete standards should be combined.The third part is concerned with the basic characteristics and the social functions of institutional civilization. It argues that institutional civilization possesses the basic characteristics of the unification of penetrability and relativeindependence, the unification of relative stability and dynamic history, the unification of subjectivity and objectivity, decisiveness, imperativeness and publicity.
