Zhujiang Delta lies in the middle south of Guangdong Province including the following 14 cities and counties: Guangzhou City, Shenzhen City, Zhuhai City, Foshan City, Jiangmen City, Dongguan City, Zhongshan City, Huizhou City, Huiyang County, Huidong County, Boluo County, Zhaoqing City, Gaoyao City and Sihui City, which has formed the electronic information industry belt on the east bank of the delta and the durable and nondurable consumer goods industry belt on the west of the delta which mainly provides household appliances. The economic growth mode of the whole Zhujiang Delta has been changed from labor-intensive type to capital-and-technology-intensive type, from extensive operation to intensive farming, from traditional industry to modern industry, from separation between town and country to integration of urban and rural areas, initially forming a high-level knowledge-and-technology-intensive industrial system, a high-standard and big-scale third industry and a strong competitive main industrial group. With its smooth traffic, effective and quick information, and special advantage of nearing the special regions, Zhujiang Delta is very important for implementing the policy of opening to the outside world and successfully connecting with the Hongkong's economy. Zhujiang Delta's experiences in reform and opening made it the first modern open civilization region of connecting with inside and outside countries, industry with agriculture, and urban with rural areas. And it has pushed the progress of reform and openingof the whole state and accelerated the revival and prosperity of the state's economy, by providing various information, technologies and advanced experiences to the inside reform and opening. The special Zhujiang Delta economy development mode has formed.Mode I : The market-oriented economy development system with export-oriented economy as the main modeAdequately using its own special advantages and successfully holding the opportunity to transfer technology of the East Asia, Zhujiang Delta made great efforts to develop its export-oriented economy and it has formed the IT industrial belt on its east bank producing electronic communication products, and the hardware and home appliances belt on its west bank. The two belts have formed the market-oriented economy development system with export-oriented economy as the main mode by adopting market mechanism, properly distributing various production elements, completing its own market system according to the market operation rules, and actively developing its international market.This mode has two aspects: first are the export-oriented characteristics of its products' market. With the rapid development of the economy, the productivity of Hongkong manufacturing couldn't meet the needs of consumers. Because of the rich lands and cheap labor resource of Zhujiang Delta and the encouragement and preferential policies of the state for inviting Hongkong's businessmen to make investment in mainland of China, and with the convenient traffic, many Hongkong's businessmen have moved their plants to the Zhujiang Delta, forming an economic cooperation mode of "front shop and back plant". This explains thata developing country can adopt comparative advantage and open economic policies to achieve its industrialization without using the import-substitution policy of trade protection. Second is the export-oriented characteristic of its development capitals. Because of its special position and policy advantages, many foreign manufacturers come to Zhujiang Delta to build plants and make investment. In many years, Guangdong Province has been the province that used the most foreign capitals in the state, and most of the investment is centralized in the regions of Zhujiang Delta.
