In china, the majority of local government personnel departments are still at the moment of the traditional personnel administration .It has already draggled the electronic personnel administration that is required by e-government. The aim of the paper is to clarify the certainty of realising the electronic personnel administration by analyzing the localization of the traditional personnel administration and the advantages of the electronic personnel administration ,and afterwards to discuss the feasibility of the electronic personnel administration by discussing the countermeasure of the whole management course ,thereby to supply some references for the government personnel departments.The thesis includes three parts.In the first part ,it explores the certainty of the change from the traditional personnel administration to the electronic personnel administration according to four aspects .At the beginning of the paper ,it explains the localization of the traditional personnel administration system by its foundation ,development and main contents ,mainly including affair is more important than man in the management course ,the main management action is restricted to personnel manoeuvre and position arrangement ,function mechanism is the uprightness management from top to bottom ,people is the machine for executing command ,and the effect of personnel administration is weakened .In the second part ,it demonstrates the difference between the traditional personnel administration and the electronic personnel administration , embodying in six aspects ,the difference of management conception, the difference of framework, the difference of management model, the difference of management measure, the difference of working way and the difference of management object .In the third part ,it analyses the electronic personnel administration's motive force by thinking of competition fact ,cost fact and technology fact .It also defines the advantages from three aspects of management conception, framework and management status .In the fourth part ,it discusses the main contents of electronic personnel administration simply ,such as electrifying normal operation management, electrifying the payment of servant's salary, managing their welfare, electrifying their employment, electrifying their training and electrifying their examination ,etc.The second part analyzes some problems that exist in the process of the electronic personnel administration. The first is that the idea exists the misunderstanding, we think that the electronic personnel administration is to provide more modern equipments, invest much on the hardware, neglect the software's development. The second is that we neglect integration and that the resources are hard to be shared. The electronic personnel administration is generally to regard the perpendicular profession management as principle, in the same level profession the personal resource information of the different layer can be shared, but the information of the different level profession is hard to be shared. Third is that we neglect maintenance, on the system's work and maintenance after the system having been established, many government department lack the system's guarantee and the investment of people and money and thing, which do not benefit keeping the system on developing. The fourth is that our country's information standard started later, which is hard to content the e-Government Affair development of all various levels′ governments. The fifth is that the efficiency of the network's safety is bad. The sixth is lacking information's talent. The seventh is the personnel administration not norm. The third part puts forward the strategy of solving problem from seven aspects: The first aspect is the aspect of changing manage idea, firstly, we should make it clear that e-Government Affair is not the sample OA, but a creation on the traditional administration; secondly, we should establish the management idea of making people center.
