Since the convening of the Third Plenary Session of the Eleventh Central Committee, our country began to carry out the policy of "Focus on economic building, adhere to the Four Fundamental Principles,adhere to reforms and opening ." Under these circumstances the Third Plenary Session of the Sixteenth Central Committee passed"The decision of the Central Committee of the Communist Party of China on improving socialist market economic structural certain problems."That is further liberate productive forces,develop productive forces, raise enterprises' competitive forces,thus make the economic structure fit in with the trend of present economic globalization and unification.Under the trend of economic globalization and unification, if an enterprise wants to triumph over the opponents and obtain a position, it must continuously absorb all kinds of required talented .persons, technologies, continuously hold resources. However,the main problems that each enterprise faces are how to unite the talented persons from different professions?or different cultural backgrounds and how to make full use of resources and efficiency?This is because an enterprise can achieve only temporary success by depending on its own funds and technologies.
