The Research Of Development Strategy In The Area Of Russia Far-East In The Early Of 21th Century

The Far-East area, which plays a great strategic role in the development of Russia, is becoming more and more important in the first decades of the 21st century. It has become one of the essential development orientations of the Russia to construct and open this area, to accelerate its international economy process, and to fulfill its unique responsibility in the international politics in the northeast Asia. It is an important foundation for Russia to revitalize its economy in the background of global-economy and multi-politics.The Far East area of Russia is endowed with abundant natural resources that are necessary for the development of economy and is called the underground treasury. Despite its superior forest and energy, this area is still underdeveloped and even becomes one of the lagged areas. The distortion of the economic structure prevents it from adapting to the economic reform and continuous development. The inferiority of the agriculture results in the short of food. Insufficiency of the financial support from the federal government and decrease of the foreign investment subjectively prevents the economy from revitalizing and developing. The negative increase of the population and the short of the labor are also the obstacles on the way of a better situation. The termination of the former Soviet Union created a fanatical turbulence in the geographic-politics, especially the sharp decrease of the oversea export. After the Cold War, the NATO's eastern extension was considered to be the most dangerous and the most direct threaten towards the Russian countries, thus giving Russia more military pressure in the Europe. The military situation is getting worse and the military center has to be transited to the Asia-Pacific Area. Through participating the economic cooperation in the Asia-Pacific area, Russia may have the opportunity to realize the global economic integration. It not only helps the Far East but also has an important strategic significance towards the whole Russian nation. After the termination of the former Soviet Union, Russian government took a series of actions to incentive the economy of the Far-East area and encouraged the cooperation with the Asia-Pacific area, especially the Northeast Asia area. The Russian federal government passed "The Principles of the Economic Cooperation between Far-East Russia and the Bekar Area (1996-2005)" in the 15th, April 1996. The Principles set an outline for the development of this area. However, certain problems arose form carrying out the plan. The principles were still within the planning economy framework, specifying a series of numbers, and lacked the system of performing financial and organizational tasks. Because the yearly economic crisis, no matter the federal or the local government couldn't financially backup some programs that were listed in the Principles. And finally the Principles turned out to be fantasy. According to the current situation in the Far-East area, certain strategies and plans should be set up to solve the problems: I In order to revitalize and enhance the economy, the improvement of the investment environment and the economic laws, the strengthening of the legal protection of the investors, the further adaptation of the tax policy, the modification of the policy of attracting the foreign investment, the realization of reconstruction of economy system, the modification of improper property, exit of military to civilian, the speeding up of agricultural reform, the improvement of the structure of import and export, and the opening and developing some harbor as free economic develop zone. II According to the current situation there, considering the sharp demand of the energy in the 21st century, the only adaptable method that is applicable is to rely on the local resources, to construct the fundamental industry and to transit to other fields.
