After the implementation of the reform and opening up policy, China has developed very rapidly, but at the same time, the gap between the East, the Midland and the West has remarkably increased. Correspondingly, the industrial migration have come up on the horizon. We can't ignore the Flying-geese Pattern (the FG pattern) when we touch on this issue. The FG pattern is a celebrated theory on East-Asia research. It vividly describes the phenomena that Japan led ANIES(Asian Newly Industrialized Economies, i.e. the famous four tigers), ASEAN(Association of Southeast Asian Nations) and China to economic development and industrial structure upgrade with industrial migration. Whereas the FG pattern has remarkably enhanced the developing countries, and the three regions in China (i.e. the East, the Midland and the West) has located at the different layers of the ladder of industries, some economists put forward the proposition that China may imitate the FG pattern. My research starts here. This paper is composed of five sections. The first section is preface, which consists of the research backgrounds, purposes, and approaches. As mentioned above, although some economists have emphasized the importance of imitating the FG pattern, the deeply study has not been undertaken. This paper cuts in this point, discussing the possibilities of large-scale industrial migration in China. The further analysis goes as follows, firstly summarizing the theories on industrial migration; secondly, analyzing the connotation, the precondition and cause of the FG pattern, then remarking on the contributions and defects of this pattern; thirdly comparing China's conditions with the FG pattern; and last drawing the conclusion. The methodologies adopted are positive analysis, comparison analysis and dynamic analysis. The second section is the theory summarization of industrial migration, which includes the FG pattern and the theory on industrial ladder. The former mainly concerns the industrial migration and structure upgrade in East Asia, while the latter particularly emphasizes on the industrial and technology migration between two individual regions, i.e. the former is empirical, and the latter is theoretical. But both of them touch on the industrial migration, which is the core of this paper. The third section particularly analyses the FG pattern. The advanced countries transferred the industries to the backward ones according to the industry ladder and realized the structure upgrade, then formed the vertical division of labor, which is the essence of the FG pattern. The preconditions of the FG pattern are as follows. One is about the existing realities of the East Asian counties and regions, such as the economic scales, the geographic characters and the difference of development, the other is the important effects of US, which includes its aids and support to Japan and its vast market. Concerning the causes of the FG pattern, there are also two. Firstly, Japan's industrial migration to East Asia makes the start point of the FG pattern. The reasons of Japan's industrial migration are as follows, 1. the increasing cost of labor and social effects of pollution, 2. Japan's direct export to US was blocked and took East Asia as a circuitous producing base. 3. the appreciation of Yen. Secondly, the export-led policies implemented by ANIES,ASEAN and China mainland is an absolutely necessary factor for the FG pattern. After this, I make a simply comment on the contributions and defects of the pattern. The fourth section studies the possibilities of imitation of the FG pattern and large-scale industrial migration between regions in China. It unfolds in three ways, corresponding to the causes of the FG pattern. This section is the most important part of this paper. Firstly, I analyze the preconditions confronting China's internal industrial migration. After the opening up and reform, the central government adopted the leaning development strategy according to Deng Xiao Ping's "Two Overall Situation" thought, which increa...
