From the research and analysis of the highway, we can completely know the important situation of it in the national economy and the social economy profits. Then the necessary theory of supporting the highway construction would be offered by the paper.This paper has made an analysis for socio-economic impacts on Changji highway project by quantitative method and qualitative method.The paper demonstrates the crucial social functions of the highway in the aspect of the status and roles to the national economy. The paper also elucidates the significant importance of highway to the regional socio-economic impact evaluation and makes a brief introduction for the Changji highway as well.In order to research and analyze the socio-economic impacts on Changji highway project, the paper offers the evaluation theory and index system ,and makes an introduction for the statistic method and SPSS software used here.The paper has made a substantial analysis to the related data of Changji highway in the period of both construction and operation for the purpose of analyzing the Changji highway project's impact on the social economy. So I collected all the related original data in the research field, based on which to make the quantitative and qualitative analysis.For Changji highway's construction period, firstly, the paper analyzes the increasing employment rate with the investment to Changji highway. The paper has fully demonstrated this point by mapping strip figures and curve figures as well as using the statistic regression theory .The result is that the employment rate in the regions from Changchun to Jilin is higher than other regions of Jilin province. Secondly, the paper also makes a quantitative analysis for the impact on the increasing GDP in the different regions of Jilin province after the investment of Changji highway's construction and calculates the increasing rate of GDP of all the regions concretely and accurately. The paper researches and analyzes the relationship between the regions′ GDP and the annual daily traffic volume of Changji highway, which has illustrated the more impact on the GDP's increase in those regions definitely.For Changji highway's operation period, firstly, the paper analyzes the impact on the road transport system and the transportation service after the using of Changji highway. The statistic data show that Changji highway has eased the poor traffic conditions both on the national road and the provincial road from Changchun to Jilin, and led to the improvement of the regions' road networks , acceleration of the increase in vehicle's transportation ability and transportation structure as well as the development of the regional road transportation industry along the highway. Secondly, the impact factors on the direct affecting regions occurred by Changji highway are analyzed and divided into 3 steps: the analysis of GDP increasing rate, the analysis for the replacement of industrial structure and the relative analysis between GDP and the traffic volume of the highway. Thirdly, the impact factors on the agricultural development of the regions along Changji highway are analyzed. The market allocation function to agricultural resources has been accelerated with the using of Changji highway, which has led to an apparent change of the agricultural structure. The paper has fully demonstrated improvement function of Changji highway to agriculture by the way of collecting the concrete data and applying the relative analysis of the data. Fourthly, the impact factors on the industrial development in Jilin province occurred by Changji highway are analyzed.
