| Starting with studying the definition of mineral resourse and its characters the author reviews the abundance mineral resourse of yunnan province and the actuality of its mining industry as a key industry in yunnan province. The author also reviews China and international minenal legislation and analyze the basic theory of minenal law and minenal legislation in yunnan province. Under the big background of China and international society and history, considering natural environment,resource,society, economy and history in yunnan province the author put forward several proposes about minenal legislation in yunnan province, which involved amending proposes about national minenal law and minenal law of yunnan province. The author' s basic viewpoint is that cultivating minenal industry in yunnan province is right because there are abundance mineral resourse in yunnan province and minenal legislation in yunnan province is comparatively perfect but there are some shortcoming to be ameliorated about minenal legislation in yunnan province and in China considering yunnan province's requirement.
