As the developing of globalization and knowledge economy, human resource with intelligence, technical knowledge with high-tech and manufacture system with science & technology are becoming the core of the new times. In this period economy has been transferred to human & intelligence resource from natural economic resource. Science & talent are becoming the crucial factor and important resource of the country prosperity & nation rejuvenation. How to get the competitive advantage worldwide, develop the national economy and Chinese enterprises (especially middle or small scale enterprise) is a very important issue that associated with China development during it is in WTO. The exertion of human resource and the core competitive advantage with human is the bottleneck of modern Chinese middle and small scale enterprises.In this thesis first we introduced the circumstance that influences HR management, than we do the SWOT analysis about HR management circumstance of middle or small scale enterprises. Through systemic research of HR management by using HR theoretical knowledge in Angels Company that I served before, we can find the major problem of HR management in Angels Company is the faultiness of HR management system. AHP (Analytical hierarchy process) in system analysis will be adopted to prove the perfect of HR management system. We plan to complement and perfect Angels Company HR management system through six sub system, those are HR planning, work analysis, employee recruitment, performance assessment, salary management, employee training & development. Analysis optimizing Angels Company HR management system.This thesis wants to perfect the HR management of Angels Company through the research on Angels Company management system.
