With the approach of a new economic era, human resource is one of the most important resources of enterprises. In modern business, human resource as the most important input element has aroused the business management circle's great interest and human resource management has become the most important function of business management. Performance management as one of the most important activities of human resource management is very critical to integrate the corporation incentive mechanism as well its function in improving the corporation's human resource management level. Almost all aspects of HRM including employment, training, personnel adjusting, payment and promoting are based on performance appraisal (PA). Because of that, performance evaluation has become a hot research issue.How to set up science and rational PA system and more effectively appraisal? On the basis of a thorough and systemic analysis to performance management, this thesis researches the PA's factors and analyzes questions more thoroughly from theoretic method. Combining present performance the actual existing problem, appraisal quota system, proportion system and the methods of evaluation and operation are all according as the scientific results. In order to improve evaluation's precision, the article makes concrete explanation of every index and gives the respective index meaning according to the evaluation rating standard. These works can avoid the deviation caused by the concept fuzziness. Many practical projects are also provided which makes the evaluation method much more operable in management practice. All these work is the contribution of this article to improving performance evaluation and also its role in reality. The theory meaning of this article lies in the integration of evaluation works. As it sets index weights with the method of analytic hierarchy process and conducts synthetically evaluation with fuzzy theory, which brings the quantitative method into the evaluation work of employee performance, the method weakens the subjective influence on the evaluation.On the basis of the evaluation system and evaluation models above, according to the need of performance evaluation, the function demands of employees performance management system are analyzed and the structure and component are also designed.And the employees performance management system has been realized tentatively.
