Credit is not only the lube for the operation of a society and an economy, but also the key source of the cooperation order' expansion and the economy development. But due to many reasons, the credit institution in our country is very weak and lots of discredit conducts have impeded the healthy development of the country. Serious credit issues also appear in the science and technology activities. Science-discredit conducts such as plagiarizing other's intellectual property rights or abusing R&D funds cause inefficient collocation of science-technology resources and also restrain the opportunities of science-technology cooperation (transaction). In addition, science-discredit conducts may have negative affects on the whole society ' credit level because of the science-technology activity' special status. We can conclude that science-discredit is a urgent issue to be solved in the progress of our country' science-technology.This article holds that credit is an institutional issue in essence and science-discredit is the embodiment for the credit institution' absence in science-technology activity. It starts with the concept of credit and science-credit, then induces the conditions for the function of the science-credit mechanism, so provides a theoretic analysis framework to study the science-credit issues. Within such a framework, we can come to the conclusion that these conditions are violated by some institutional arrangements in contemporary science-technology system of our country, which is the major cause of science-discredit. Some new methods may be found to renovate the science-technology system from this new aspect of "science-credit".
