Research On Chinese Store Floodwater Area Compensation System

All through the history, China is a nation suffering from serious flood and waterlog disasters, which bring about a series of problems in hazard mitigation. The tasks related to hazard mitigation can be divided into three phases in terms of their repective time lengths,which are: forecast before the disaster, succor promptly during the disaster and compensate after the disaster. With the rapid development of technology, great progress has been made in forecast and succor work ,but the research and implementation of actualization and compensation has been on a lower level. We must pay attention to both reducing damnify and re- development in the store floodwater area, so research on compensation and ensurance in these areas is more imperative. This thesis mainly discusses the actualization of compensation and ensurance after the disasters in the store floodwater area by establishing flood insurance.Based on the relevent historical and international information, insurance learning, disaster learning, the related data of flood insurance and store floodwater area, this thesis emphasizes the following two issues: the evolution of the flood insurance project in the United States and research on the flood insurance experiment in China. Furthermore, it takes an auxiliary research on the compensation after disaster and continuable development problems in store floodwater area in the Chinese history. This thesis consists of five chapters.The first chapter: the basic situation of store floodwater area and historical research on compensation after disaster. This chapter analyzes the function and status of store floodwater area in our country, and discusses the flood almsgiving and compensation problem in the Chinese history, and then indicates the main subject of this thesis. The second chapter: the compensation theories about store floodwater area. By researching the disaster theories and the status quo of compensation in store floodwater area, this chapter puts forward a new compensation system aobut store floodwater area with flood insurance as the core issue.The third chapter: the practical research on the development of flood insurance. By comparing the flood insurance situation in USA with that in China and analyzing it indifferent ways, we could establish a practical theory base for the flood insurance system in our country.The fourth chapter: continuable development and hazard mitigation in store floodwater area. This chapter indicates, from the development trend, ecosystem, psychology, policy and law, hazard mitigation system, the development direction of hazard mitigation in store floodwater area.The fifth chapter: conclusion and outlook. To summarize all the research content mentioned above and indicate the problems to be solved further with lucubrate direction.
