Research On The Problems And Countermeasures Of Government Management In The Development Of Jiangdu Water Conservancy Project Scenic Area

The 18th National Congress of the Communist Party of China incorporated the construction of ecological civilization into the overall layout of the "five in one" of socialism with Chinese characteristics,and proposed the grand goal of building a beautiful China.The construction of water conservancy scenic spots is an important carrier for the construction of ecological civilization,and it is a vivid construction of beautiful China,practice.The water conservancy scenic area is a public product and is constructed and managed by the government.In China,the construction of water conservancy scenic spots started in the early 1980s.By the end of 2018,the Ministry of Water Resources had approved the establishment of 878 "National Water Conservancy Scenic Spots".The construction and management of water conservancy scenic areas have made great progress and presented a good trend.However,at the same time of rapid development,some problems in the management of scenic spots are gradually exposed.This paper takes the management behavior of the government in the development of Jiangdu Water Control Project as the research object,and adopts the new public service theory,public product theory,management function theory and sustainable development theory as the theoretical basis,and adopts the literature research method,investigation research method and system.Research methods such as analytical methods,combining theory with practice.The article first discusses the development status of the scenic spot,pointing out the problems of the government in the management of the scenic spot,such as the inadequate infrastructure of the scenic spot,the low utilization rate of tourism resources,the backward construction of the smart scenic spot,the deep exploration of the water culture,the development of tourism resources and the environment.There are contradictions between protection and engineering safety,and the scenic area management system is not perfect.The reasons for the analysis are mainly due to the lack of comprehensive and scientific planning of the scenic spot by the government departments,the imperfect construction of the scenic spot management organization,the lack of professional management talents in the scenic spot,the coordination between the development of the scenic spot resources and the environmental protection and engineering safety,and the government.Insufficient supervision and management of scenic spots.At the same time,we have carefully studied and compared the advanced management experience of the famous water conservancy scenic spots at home and abroad:Hoover Dam Scenic Area and Dujiangyan Water Conservancy Scenic Area.The study believes that in the construction and development of the Jiangdu Water Control Project Scenic Area,government departments must persist in playing their leading role,optimize decision-making functions,formulate development goals,strengthen policy guidance,improve the overall planning level of the scenic spot,play organizational functions,and do a good job in the construction of scenic spot management organizations.Improve the public infrastructure of the scenic spot,focus on building a smart scenic spot,deepen the water culture connotation of the scenic spot,strengthen the publicity and education function of the scenic spot;use the coordination function to coordinate the relationship between the development of the scenic spot and the operation of the project,and coordinate the relationship between the development of the scenic spot and the ecological protection.Relationship;play the control function,establish the rules and regulations for the management of the panoramic area,strengthen the supervision and assessment of the development and management of scenic resources,establish a long-term management mechanism,and promote the sustainable high-quality development of the Jiangdu Water Conservancy Scenic Area.
